All you have to do to get them is: Log into Stardoll

Go to the Ramadan campaign here:

http://www.stardoll.com/en/campaigns/ramadan/

Click the 14th Gondola and choose the 3rd answer 

Click Submit and 10 Starcoins will be added to your account.
